What is the Medicare Qualified Disabled and Working Individuals (QDWI) Program?

The Qualified Disabled and Working Individuals (QDWI) Program is a Medicare Savings Program that helps pay the Medicare Part A premium for certain individuals with disabilities who have returned to work.

You may qualify if you’re under 65, disabled, and no longer eligible for premium-free Part A because you returned to work. You must not be receiving Medicaid from your state and must meet income and resource limits.

In 2025, the monthly income limit is $4,945 for individuals and $6,659 for married couples. The resource limit is $4,000 for individuals and $6,000 for couples. Resources include things like money in a checking or savings account, but not your home or car.

Monthly income limits for 2026: Not yet announced by CMS. The 2026 Federal Poverty Level (FPL) guidelines, which determine QDWI income limits (typically set at 200% FPL), are usually released in January 2026.

If you meet these requirements, your state may pay your Part A premium, which can save you hundreds of dollars each month. This program helps working individuals with disabilities maintain their Medicare coverage while managing their healthcare costs.

If you think you may qualify, contact your state Medicaid office to apply or get more information.
